Aufgaben: Support the Senior Manager in the continuous improvement of Procurement processes, policies, procedures, templates and methodologies including but not limited to Procurement Policy, outstation policy, Supplier and Prequalification SO. Facilitate enhancing procurement processes, systems, policies and procedures to enable procurement department to offer best in class procurement to user departments across QR and subsidiaries.Interface with internal customers and suppliers to ensure best value for the company in line with its strategic, financial and operational requirements. Accountable for reviewing and updating the supplier relationship and risk management strategy for GP and coordinating the application of tools and frameworks by category teams. Identify opportunities for additional synergy and leverage by managing relationships with strategic suppliers to secure the lowest competitive cost and best quality and ensure that business needs are fulfilled.
Erforderliche Fähigkeiten PROCESSES AND PROCEDURES: * Responsible for managing the implementation of efficient and effective strategies and processes including but not limited to the Procurement current SOPs and categories strategies and introduce best practice procurement processes, from sourcing to delivery of good or service by reviewing and evaluating the current procurement practices and policies and procedures, to enable QR to achieve operational objectives in a timely and cost effective manner. Facilitate the goals of the business with the design of specific instructions based on the business requirements and best practices for better execution and implementation of these processes and procedures. * Assist the procurement categories during the RFx process by ensuring that organisational requirement of goods and services are met through an open and fair process of tender and in line with the procurement policy. Drive deployment of processes and methods across teams and ensure category specific needs are incorporated to improve effectiveness and procurement excellence. * Regularly review and monitor the GP and internal users’ performance in relation to the procurement policies and processes to ensure conformance at all times of the organisation to Procurement policy, process and DOA. * Assist GP categories with delivery of procurement strategy by constantly consulting with them procurement best practices and their applicability, and prepare reports based on data extracted via business intelligence reporting such as e-sourcing system. * Is the owner of the procurement playbook and act as expert on procurement institutions and the balanced scorecard and train stakeholders across the organization in applying procurement standards and methods by scheduling trainings to internal stakeholders. * Interface with Contract Department to develop efficient processes, system integration, clarity of roles and responsibilities and to ensure agreements are in place. * Facilitate evaluating requests received from internal user department; checking requirements are clearly defined relevant approvals have been obtained - be the go-to person if stakeholders want to deviate from procurement policies and procedures and use their input and exempted cases to continuously improve and amend end-to-end procurement processes, policies and systems to boost productivity. * Perform other department duties related to his/her position as directed by the Head of the Department. SRM & PROCESSES IMPROVEMENT: * Keep track and enhance strategic vision defined by BS&O management for how Qatar Airways should manage and engage with its key suppliers and partners by developing frameworks under the supervision of BS&O management and which will enable Procurement Categories to apply consistent approach to focus on the suppliers whom will have largest impact on Qatar Airways performance. * Implement and provide analysis on Qatar Airway’s third party risk management methodology and structure developed and owned by BS&O management including but not limited to the supplier’s position in the market, their financial history. * Provide analysis and statistical reports on Strategic Supplier Programme developed and owned by BS&O management for Qatar Airways’ leading suppliers that enables the Airline to collaborate and partner closely with Strategic Suppliers across the Group which will lead to cost reduction and maintaining the 5 stars quality requirements. * Design and maintain the SRM, risk framework and tools for managing suppliers to be utilised and implemented by Procurement Categories through the entire engagement lifecycles. * Coordinate with Procurement Categories to put a supplier segmentation framework to identify strategic suppliers and manage implementation of a supplier collaboration programme to drive supplier innovation initiatives. * Work with the Senior Digital Procurement Specialist to identify what leading technologies exist in the marketplace for the management of suppliers and third party risk, and where appropriate develop a plan for the implementation and adoption of those technologies. * Implement and drive programs to harvest and share SRM best practices between business units. * Support sourcing teams in governance of performance and risk management related concepts, to ensure successful SRM activities, post sourcing and SRM relationships are established. Support sourcing projects / other team members in delivery of procurement projects and exposure to relevant activities such as supplier selection or contract negotiations. * Identify, track and facilitate closure of continuous improvement activities. * Work closely with Category Leads to ensure alignment and compliance of procurement processes. * Optimise procurement processes and policies to achieve a leaner and efficient practice and opt to reduce any steps in the processes which might play a value added in cost reduction and to assist the procurement department to achieve best value, quality and delivery terms, at all times for goods and services procured on behalf of the organisation. MANAGEMENT & LEADERSHIP: * Establish the department or teams objectives and priorities to align with and support business objectives. * Regularly evaluate the department or teams objectives, plans, procedures and practices, and makes appropriate changes if needed. * Oversee and supervise employees.
